coiCpriControllerOperStatus should change to up(1), provided
the controller is operational and ready to transmit traffic.
It should remain in down(0) if there is a fault that prevents
it from going to the up(1) state. "

los(1): LOS (Loss Of Signal). This bit will be set when

lof(2): LOF (Loss Of Frame). This bit will be set when
LOF alarm condition is detected on the CPRI Rx side.
rai(3): RAI (Remote Alarm Indication). This bit will be
set when RAI alarm condition reported in a control
word.
sdi(4): SDI (SAP Defect Indication). This bit will be set
when SDI alarm condition reported in a control
